For the seventh year in a row, the state of Delaware topped a ranking list comparing the legal environment for conducting business in all 50 states. The annual list, published by the Institute for Legal Reform at the US Chamber of Commerce, compiles results from a survey of nearly 1000 executives from around the country. Rankings are determined by several criteria, including the amount of frivolous lawsuits filed and the efficiency of the state’s legal system. West Virginia was ranked dead last on the list for the third year in a row.
